Winter steelhead are distributed through the Clackamas, although effort and catch rates are fairly low, and state and county boat ramps are currently closed.

USGS hydrological data for April 1 shows river flows at3,350 cfs, water temperature hovering around  42° F, and the gauge height at 13.32 ft., which is ideal for winter steelhead fishing. All of the readings come from the Estacada gauge near Milo McIver State Park.
